When you put a CD into the drive on your computer and 'rip' it to iTunes, iTunes goes online and queries Gracenote/CDDB to get the information. If you're releasing a CD and want to make sure the title shows up if somebody rips it to iTunes themselves, you could go to http://www.cddb.com/join/content_partner/index.php for more info on how to submit info (although I've had a demo/promo CDR that was never available for sale, only given away to DJs and press show up with correct track and artist names in iTunes/Gracenote/CDDB, so there must be an 'end user' way to submit info).
If you're submitting tracks for sale through iTunes Music Store using something like Tunecore, that's handled by what info you type in when uploading, but you should also fill out the info in the ID3 tags of the files before uploading.
If you're just trying to edit the track info that shows up for something in your own copy of iTunes on one computer, control-click/right-click and choose 'get info', and type in whatever you want for the artist, track, album, genre, etc. fields.
